Pokémon Colosseum features five legendary Pokémon: the three legendary beasts of Johto, turned into weapons by Team Cipher, and Ho-Oh, the ultimate reward. Celebi only appears to purify, except on the Japanese bonus disc. Here is where and how to get them.

Entei, at Mt. Battle

Entei (level 40) is the Shadow Pokémon of the admin Dakim, at the end of Area 1 of Mt. Battle, on your first visit. Once purified, it knows Sunny Day, Leer, Bite and Fire Blast. Its Ability is Pressure.

Suicune, in the Under

Suicune (level 40) belongs to the admin Venus, whom you face at the television station in the Under, the underground city. Once purified, it knows Rain Dance, Leer, Gust and Surf.

Raikou, at the Shadow Pokémon Lab

Raikou (level 40) is entrusted to the admin Ein, in the Shadow Pokémon Laboratory. Purified, it knows Rain Dance, Leer, Quick Attack and Thunder.

Ein, the admin who uses Raikou.

Ho-Oh, the final reward

Ho-Oh appears briefly after the defeat of Evice, at the end of the story, but it can’t be caught at that point. To get it:

  1. capture and purify all 48 Shadow Pokémon, right up to the Togetic at the Outskirt Stand;
  2. in Battle Mode, choose Colosseum Battle, Single Battle, then the Mt. Battle 100-battle challenge;
  3. win all one hundred battles: Ho-Oh, at level 70, is your reward.

Ho-Oh can then be sent to the Game Boy Advance games, where it wasn’t available by any other means in Europe at the time.

Celebi

In the European version, Celebi can’t be caught: it appears at the Relic Stone in Agate Village when you play the Time Flute, to purify a Shadow Pokémon. In Japan, a bonus disc offered a Celebi.

Celebi.

And the others?

Metagross and Tyranitar, though not legendary, are the most powerful Shadow Pokémon in the game, in the hands of Nascour and Evice at the Realgam Tower. They are listed with all the others in our list of Shadow Pokémon.
