No Poké Balls in Pokémon Pokopia: Legendary and Mythical Pokémon can’t be caught. They become friends with Ditto and move into your towns. First, though, you have to find them. This guide lists all of those from the base game, Bubbly Basin and events, with the conditions for meeting them and what they bring.

Legendary and Mythical Pokémon raise the Environment Level of the area they settle in more than other Pokémon do. Improving their Comfy Level is therefore a good way to level up a whole area.

Articuno, Zapdos and Moltres: the big building projects

The three Legendary birds have to be earned. Once the main story is over, three special building kits are waiting for you in Palette Town. Each one is a large-scale project: it requires a large quantity of materials and the help of 15 Pokémon, and it is only finished at the start of the following day. Inside the completed building, the matching Legendary bird awaits you.

KitLegendaryMaterials
Twin IcehousesArticuno50 stone, 50 ice, 10 crystal shards, 10 Pokémetal
Abandoned Power PlantZapdos50 copper ingots, 50 ingots of a second material*, 50 sea glass shards, 50 bricks, 10 Pokémetal
Ember AltarMoltres50 copper ingots, 50 gold ingots, 50 magma rocks (lava blocks), 10 Pokémetal

* Check the in-game project sheet for the second type of ingot needed for the Abandoned Power Plant before you stockpile your materials. These projects notably require Pokémon with the Crush, Build and Fly specialties, plus Water, Generate or Burn depending on the bird.

Suicune, Raikou, Entei and Mewtwo: the Dream Islands

The Dream Islands, which you reach by showing a plush toy to Drifloon, are home to four Legendary Pokémon. Each type of island hides one, deep inside a cave, sometimes behind walls that have to be broken with Rock Smash. Meeting it isn’t guaranteed: it may take several attempts, as you can only visit one Dream Island per day.

Once you’ve found the Legendary Pokémon, just talk to it: it follows you and can then be placed in a habitat in one of your towns. Mewtwo is first met during the main story; after that, it can be found again on the Sky Dream Island to join a town.

Ho-Oh and Lugia: the endgame bells

Throughout the game, Ho-Oh and Lugia fly over the areas. If you let them pass, they drop a feather: a Rainbow Wing for Ho-Oh, a Silver Wing for Lugia. Collect at least five of each, as they are used to craft the items that make them come down.

  • Ho-Oh: after meeting Suicune, Raikou and Entei, you get the recipe for the Clear Bell (5 Rainbow Wings and 5 rare Pokémetal). Place it in a large open space and ring it when Ho-Oh flies by.
  • Lugia: after meeting Articuno, Zapdos and Moltres, you get the recipe for the Tidal Bell (5 Silver Wings and 5 rare Pokémetal), to be used in the same way.

Kyogre, Volcanion and Mew: the story Legendaries

Kyogre

Kyogre first appears in the Withered Wastelands, during the Request that involves making rain fall on the area. Afterwards, it regularly comes back to visit the Withered Wastelands and Bleak Beach: a speech bubble signals its presence.

Volcanion

Volcanion shows up in Rocky Ridges at the time of the area’s big party. To get it to settle down for good, you need to hold a second party in Rocky Ridges, raise the mood to 100, then launch fireworks with a cannon: Volcanion then returns and asks to stay.

Mew

Mew is probably the longest one to get. You need to rebuild the mysterious mural hidden in the Withered Wastelands, in the northern plain: once you’ve learned Rock Smash, break the wall separating the Pokémon Center area from the northern plain, then the crumbly wall right next to the passage to discover the mural.

  • The mural is broken into 27 mysterious tablets, buried at random in treasure blocks marked by a golden glow.
  • To spot them, equip the Dowsing Machine and walk around with a Pokémon that has the Search specialty, such as Pidgey or Drilbur.
  • On the back of each tablet is a different Unown: place it on the spot on the wall that bears the same Unown. Once placed in the right spot, it can’t be moved again.
  • Once the mural is complete, a portal appears: interact with it so that Mew materializes and becomes friends with you.

Manaphy, Phione and Jirachi: the Mythicals

Manaphy (free update 2.0.0)

After the “A Nicer Environment” Request in Bleak Beach, and once you’ve mastered Surf and jumping, Professor Tangrowth points out a small island offshore. Manaphy is there, hungry: give it 5 seaweed and it teaches Dive to Ditto. It also opens the way to Bubbly Basin for Expansion Pass owners.

Phione (Expansion Pass)

In Bubbly Basin, Frillish asks for help finding a Starmie Plushie lost in a cave. Once the plush is recovered, she lets you keep it: show it to Drifloon to reach a brand-new Dream Island, where Phione can be met.

Jirachi (event ended)

Jirachi was the star of the “Wish Upon a Jirachi” event, from June 23 to July 8, 2026. You had to have rebuilt a Pokémon Center for it to come to town. The event is over, and no new distribution has been announced so far.

Tips

  • Start with the Dream Islands as soon as they’re unlocked: Suicune, Raikou and Entei are required for Ho-Oh’s Clear Bell.
  • Keep every Rainbow Wing and Silver Wing you pick up: you need five of each, and they only drop when the Legendaries fly by.
  • Set Pokémetal aside well before the end of the story: the three bird projects require 10 each, and the two bells 5 rare Pokémetal each.
  • For Mew’s mural, only place a tablet when you’re sure of its Unown: a placed piece can’t be removed.
  • Settle the Legendaries in areas where the Environment Level is stagnating: their presence makes it climb faster.
