Cipher has taken over Phenac City. To free the oasis, you will have to unmask townsfolk who are not what they seem, find the mayor’s letter and face Cipher Admin Snattle at the Stadium.

Phenac City, the oasis of Orre.

A detour to Realgam Tower

At the entrance to Phenac City, a lady tells you that you are the 100,000th visitor and gives you a Battle CD Box containing three Battle CDs, to try out at Realgam Tower to the west. She will not let you into town until you have made the detour. At Realgam Tower, the rooms of the Colosseum admins have been replaced by shops and Pokémon Centers; this is where you find Battle Bingo and the Battle CDs (see the Battle CDs). The Colosseum at the top is closed for renovation.

The Battle CD Box, given to the 100,000th visitor.

The mayor’s letter

Back in Phenac City, the townsfolk seem strange. The mayor is missing, and his secretary stops you from going up. In the house on the right, an old man gives you a Music CD that is not to his taste (you can also rest at his place, since the Pokémon Center is out of order). Bring the CD to the secretary: distracted by the music, she lets you up to the office, where you find a letter from the mayor asking the head of the Trainer school for help. The secretary comes back and turns out to be a Cipher Peon.

The infiltrated town

As you try to deliver the letter to the Trainer school, you see six identical “principals” scatter across town: they are the six colored Cipher Peons from the Lab, in disguise. Defeat them all, then talk to every resident: most of them are Cipher Peons, and several have a Shadow Pokémon. They tell you that the real residents are locked up underground. One last Cipher Peon guards the entrance to the Stadium.

Snattle, at Phenac Stadium

In the middle of the Stadium, Cipher Admin Snattle is trying to get Duking’s daughter to hand over her recordings of Cipher’s misdeeds. After two Cipher Peons and one last henchman, she takes you on.

Snattle runs off, dropping an elevator key. Go back to the Trainer school to free the residents locked up underground. The mayor thanks you and, at his house, gives you the Exp. Share. The owners of the Agate Village Day Care, also freed, reopen their Day Care (one Pokémon at a time, no breeding).

The Exp. Share, given by the mayor of Phenac City.

A mystery to the north

The head of the Trainer school tells you about a strange sight to the north of Phenac City, which is added to your map. But your scooter gets stuck in the sand every time you try. A message from Nett then calls you back to Pyrite Town.

Next chapter: Kaminko’s Mansion, the S.S. Libra and the stolen Snag Machine.
