🏊Sea Routes 19 and 20
From the beach south of Fuchsia City, surf south. Sea Route 19 and then Sea Route 20 are filled with Swimmers: a good chance to train your Electric- and Grass-type Pokémon. Sea Route 20 runs into the Seafoam Islands: you have to cross them to reach Cinnabar Island, to the west.

🪨Calming the currents
The way through the basement floors (B1F to B4F) is blocked by currents too strong to surf against. The trick is to push boulders with Strength into the holes in the floor: they fall to the floor below and block the current. You have to drop two of them, floor after floor, down to B4F, where two boulders finally dam up the water.
❄️Articuno
ArticunoIceFlyingIce and Flying, level 50. It knows Ice Beam, and learns Blizzard at the very next level. It will never reappear if you knock it out: save right before.
On B4F, Articuno waits motionless. Get ready: put it to sleep or paralyze it, bring its HP down into the red with a sturdy Pokémon (a Fire- or Rock-type is ideal), then follow up with Ultra Balls. Save your Master Ball for Mewtwo.
