🏭The Power Plant

From Cerulean City, take Route 9 east, then head down Route 10: you go up the river using Surf as far as the Power Plant. Inside, everyone is in a flurry. Near the generator, the manager explains that a part, the Machine Part, has disappeared. Without it, nothing will start up again.

🔎On the trail of the Machine Part

In Cerulean City, a suspicious man runs out of the Gym and dashes north. Follow him to Nugget Bridge: he is a Rocket Grunt, left behind alone in Kanto, and he eventually admits he hid the part in Cerulean Gym. Defeat him, then enter the Gym (even though Misty is not there). The part is hidden in the water, in the middle of the pool: stand at the edge and press A facing the water to find it.

“You didn't see me, OK?”

Bring the Machine Part back to the Power Plant manager: the generator restarts and Kanto has electricity again. To thank you, he gives you TM07 Zap Cannon, a move with poor accuracy but which is guaranteed to paralyze when it hits.

🚆The Magnet Train

With power restored, the Magnet Train can run, but you need a Pass. Go back to see the Copycat, in the west dead end of Saffron City. She lost her Clefairy-shaped Poké Doll on her way to Vermilion City. Head to the Pokémon Fan Club in Vermilion City: a member, a big Clefairy fan, found it and hands it over to you. Bring it back to the Copycat, who gives you in exchange the train Pass she was given when the station replaced her house.

With the Power Plant repaired, the Radio Tower in Lavender Town can finally broadcast at full power. But first, a Gym Leader awaits you in Cerulean City… if you manage to find her.
